City Council Votes Monday Whether to De-Fund NRP & Reallocate Neighborhood’s 2011 Community Engagement Allocation

On Wednesday the City Council Ways and Means committee approved trimming $6.1 million from the proposed 2011 city budget. This recommendation includes freezing and taking back all NRP money that is not under contract.  The Seward neighborhood was allocated a total of $457,939 and has $359,600 under contract.  The Seward neighborhood will lose $98,339.  This includes $53,700 for Home Improvement Programs and $44,639 for Commercial Development.  The full City Council will vote on this next Monday, December 13 at 6:05pm in Rm 317 of City Hall.

Two important things to note about this proposal:
1. This proposal to address the city’s budget problems was made public just this past week and without input from neighborhood groups.

2. The cuts proposed to neighborhoods will have zero impact on people’s 2011 property taxes.

A decision that impacts so many citizens that have worked to improve our City should not be made so quickly, and definitely should not be made without talking to the public.

We encourage you to contact the Mayor and City Council immediately to let them know how important neighborhoods are to Minneapolis and how important SNG’s work is to you (contact information below).

NRP Home Repair Funding -Great Deals!

Home Improvement and Energy Loans Available for Seward Residents
First Come, First Served!

The Seward Neighborhood Group (SNG) has allocated NRP Phase II funding for home improvements within the Seward Neighborhood. At 3.99 – 5.99%* this program offers unbelievably low rates with very flexible terms. SNG has contracted with the Center for Energy and Environment (CEE), a locally based non-profit to administer the neighborhood’s home improvement program.

The home improvement program will disburse money from Seward’s second phase of funding by the Neighborhood Revitalization Program. This program will conclude Seward’s NRP funding for housing repairs.

With more residents opting to stay in their homes and renovate rather than sell and purchase, CEE and SNG have the capacity to help homeowners protect and enhance their most valuable asset. 

SNG Revolving Loan Program
·       3.99% fixed interest*
·       $12,000 maximum
·       Flexible Terms
·       Income Limits apply
Eligible improvements include roof, siding, windows, furnace, insulation, A/C, and more!

CEE Home Energy Program
·       Low interest fixed rate
·       $10,000 maximum
·       Flexible Terms up to 5 years
·       No maximum income limit!
Energy-related improvements are eligible including storm windows, storm doors, insulation, furnace, a/c, water heaters and more!

Energy Saver Rebate Program
·       Federal Stimulus Dollars in the form of an “Energy Saver Rebate”are currently available through the Seward Discount Loan Program which mirrors many of the terms described in the SNG Revolving Loan Program above.  Residents who access the Seward Discount Loan Program may be eligible for a rebate of 35% on all qualifying energy improvements up to $10,000. This program is available through CEE on a first come first served basis. Qualifying energy improvements include: windows, doors, insulation, water heaters, heating and cooling. Improvements qualifying for a rebate must meet certain minimum criteria. Time is of the essence, so contact CEE now! Federal funds are limited.

Environmental Inspection Grant Program
Residents may receive an Environmental Inspection Grant if the property is 1-2 unit owner occupied and homesteaded residential structure in the Seward neighborhood. CEE will perform a Home Performance Inspection for $300. The homeowner will pay $200 and the Seward Neighborhood Group will pay $100.
